MoCRA does not only apply to US based manufacturers, packers, importers and distributors but also to international businesses marketing their cosmetics products in the US.
New requirements to be aware of and to follow under MoCRA are a mandatory production facility registration and product listing, appointment of a responsible person, safety substantiation, fragrance allergens labelling, adverse effects reporting, good manufacturing practices (GMP) compliance.
Possibly one of the most under estimated items in MoCRA is the safety substantiation of cosmetic products. Do not assume your product is safe, but prove your product is safe in daily use.
Products complying with the EU Cosmetics Regulation EU 1223/2009 are considered to meet the MoCRA safety requirements.
